The repair shops where you find the Armor- and Weaponsmiths in Gadgetzan and Everlook are guard free buildings. Especially for classes that can snare, root or stun for an extended period of time this is an ideal place to catch other players unaware. As long as they don't leave the building you won't have to worry about guards attacking you either.
The mail box in Gadgetzan is another good place, especially since you will always find someone standing there. The only guards who interfereare two wanderers who patrol the area. Time their pathing and once they are out of the way move in for the kill. This spot is kind of risky since other players might jump the fight or the attacked player might reach nearby guards.
