There is a "Blackwater Deckhand" approx. level 38. If killed, the mob spawns instantly. The spot is macroable.
WARNING:
Killing this mob will ruin your faction with neutral cities. You will have to kill lots of Bloodsails to get it back up. Then again, it allows you to do the Bloodsail Quests in the first place.
